This is the collective term for the living areas of the civilians as well as shinobi of Samuigakure it is littered with various skyscrapers that usually have 20 floors however some have much more.
The tallest structure in the Land of Frost towering above the others as its floor count is a unprecedented 73. This structure serves both as a memorial for all of the Samui shinobi killed in action with each shinobi receiving their portrait, history and grave marker inside of the top parts of the building. Ever since being taken over by Pandora it was expanded now including sets of towers around it like a ring to form it's own section which houses the most important buildings, infastructure, which cater towards it's new occupants needs.
