Listen up Shinobi and listen well. Recent Bijuu attacks and seditious elements have stretched the abilities of the Military Police and Hunter Nin to the absolute limit. Due to this we need the assistance of every able bodied Shinobi or Kunoichi we can get our hands on.
Throughout the lands of the Republic, several co-ordinated groups of Missing Ninja have appeared and are impeding mission progress, enabling others to flee villages or just in general causing incredible amounts of damage to village infrastructure and surrounding towns. It's time to start hunting them down and taking them to task for what they've done.
We have broadly split them into 5 main groups named Houses, each corresponding to one of the Lands of the Republic. Within these Houses we have identified the presence of several ranks.
At the top of each House sits a singular Overlord, the leader of that specific organisation and the most dangerous member of the House by far. Getting any information whatsoever on them will be a nightmare and there is no way we can go straight to the source. We need to start at the bottom and work our way up the chain to get to the Overlord.
Under the Overlord are two High Lords, incredibly powerful Missing Nin in their own right and possessing unknown capabilities. These are the right and left hands of the Overlord and as before we know nothing about them.
Under the High Lords are three Banner Lords, more of Lieutenant level but still wickedly dangerous and will all information unknown.
Second to last are four Hedge Lords, the sergeants of these operations. Dangerous and skilled, these will be the secondary targets once we start getting access to some information.
Under them are five Huscarls, these are the primary warriors and so far they are the only ones that we actually have any workable information on. These are the starting point, you will need to hunt these Huscarls down, gather as much information as possible and then find a way to pull them out into the open in order to slay them.
The Hunter Corps are prepared to pay any Shinobi that is able to bring them actionable information, even something as simple as the Lord's(generic term) gender or name. We know that these Lords will invade missions and generally be nuisances until they are hunted down and taken out of the picture, however these invasions are prime opportunities to learn things about the Lords and to note it down. We'll even pay you for surviving open conflicts against the Lords.
So get out there and wipe these fools off the face of the earth!
-Mechanical Information-
This is the Overlord System. Each Lord within this system is a powerful NPC and cannot be defeated in a single combat. Instead you must gather information on them in order to learn some key pieces that will enable you to engage them in a final fight to the death known as a Showdown.
Each Lord has a full template of important information and any information gathered will be added to the Template as it is figured out.
There are also three particularly important pieces of information, one of which is the only required piece of info to initiate the Showdown.
Threat: A Threat is generally seen as the danger that the Lord presents or their specific goal. This could be as simple as 'Known particularly for invading missions' or it could be specific people that they target. This gives you more insight into what the Lord wants and can be guessed at but rewards will only be given on a correct guess, each encounter with the Lord allows each person involved one guess at the Threat.
Foil: A Foil is generally seen as the weakness of the Lord or something that can be exploited against them. It could be that they do not target certain people or attacking them in certain ways causes extra reactions. This is usually somewhat obvious in a topic when it occurs and as with Threats, each encounter allows one guess as to what the Lord's Foil is, with rewards only being given on a correct guess.
Lure: The Lure is the only piece of information that is required in order to initiate a Showdown. This piece of info is usually the hardest to gain but can be guessed at via the Lord's motives or threats or through interrogating others to learn information about the Lord. It could be that a specific action will draw them out or for some you might just need to openly challenge them to a fight. As with the Threat and Foil, each encounter with the Lord allows each participant to make one guess at the Lord's Lure, with rewards being given on a correct guess.
Bond: Some Lords are particularly close to others and will always come to their aid. These Lords are known as Bonded and initiating a showdown with one of them will initiate a Showdown with both of them, making them exceedingly dangerous but the rewards also exceedingly lucrative. Not all helpful Lords are bonded however, some just like assisting. Rewards are only given for a Bond when it is proven via evidence or repeated events.
Once the Lure is found, anyone is capable of initiating a Showdown topic. The topic title must have 'Showdown' and the name or Alias of the Lord in the title topic and the first post must be setting up the correct situation to trigger the lure. Once done, the final fight will begin and it will be a fight to the death. Regardless of enemy rank, death is entirely possible within these topics and if the Showdown is failed then the Lord's lure will change and the new one will need to be found to rechallenge the Lord. Depending on the severity of loss, it might even result in the Lord promoting or gaining new abilities or techniques.
There will be a special claim topic put up and when any information is learned or an encounter is finished, anyone within that topic is able to post a claim and put down any information they have learned and make Threat, Foil and Lure guesses. A Mod will then check the claim and reward them commensurately.

Reminder, these are powerful and dangerous foes with unknown capabilities. Anyone that actively posts in their topic that they are retreating or attempting to escape, unless it is a Showdown will be able to retreat with no fear of retaliation.
Discretion is the better part of valour and remember, it's always better to live to fight another day.
Lastly, there may be special events that appear to prevent Lords from gaining new abilities or techniques or even promoting, these events are treated as Urgent Missions and are likely to give high rewards alongside a lot of information on specific Lords. Keep your eye out for them.
