Tartos - By created by nothing you mean created by chakra? That is not really a question, I'm telling you that is what you put unless you want to give it another source, life force, natural energy, whatever. Regardless to create the arrows it will cost you energy (to create a C-rank arrow it will cost C-rank chakra). However to keep to the time thing, make it cost C-rank chakra initially, then just hold it longer which will increase its power. No Z-rank.

well i was trying too go for a special ability which does not use chakra cause the character and his mercs cannot utilize chakra or even have chakra or use their life force

The arrows need to be made out of something, so figure it out because you can't just form a random arrow out of nothing
