Mercenaries are only available to Lord Blacksmiths in addition dependent on the rank certain Mercs will not be available.

Techniques
Mercenaries are unable to utilize chakra at all rather all of them have extremely low chakra reserves like Civilians which is just enough for them to be able to live. In addition all Mercenaries follow the Specialization Slots for the techniques they can learn.

They can only learn Pure Technique Specialist with a specific type of technique within that.

Techniques Mercenaries can learn
Taijutsu, Kenjutsu, Shurikenjutsu, Kyujutsu, Kinjutsu

Max Techniques Mercenaries can have
In addition to their starting technique Mercenaries can only be trained by Lord Scholars or Scholars all for a price dependent on the technique being trained. In addition all Merc's have a max jutsu limit.

Mercenaries are hired, they can be met in pubs/bars/bingo book offices. They have a flat hiring price and recieve a Salary all except the permanent Mercenaries which initially have both prices but then after a certain amount of Annexation missions are completed alongside them, they as for a final third price and upon being paid no longer have a salary every week but rather now every month.
