War wages through the land, casualties mounting however without order is only unending chaos and thus the various leaders of the world have decided to settle their disputes with honor. As a result the powers that be have agreed to decide the war by hosting a World Tournament where the most powerful fighters will gather and decide the fate of the Shinobi World. However in order to satisfy the need for bloodshed and open an invitation for all the Factions which contribute to the world as a whole their are entry slots in the tournament as a whole.
Sixteen Slots are open for the World Tournament each representative of the 16 non-neutral territories existing in the Shinobi World. Resulting in Four Rounds with each Round completion allowing the participants to seek medical treatment before the next round begins (Xel Required). Chakra/Nen/Natural Energy/Blood Reserves Do Not Replenish outside of Medical Treatment.
Requirements to Participate
* All 16 Lands must be occupied by a Faction.
* PC Characters/Dobutsu/Prodigy NPCS/Civilans Only.
* Must have Participated in either Village Tournament or at Least One of the Land Tournaments.
Restrictions
* Participants must use their Bank for their Items, if it isn't in your Bank then it is treated as if you do not have it on your person.
* 1 Account Per Slot. Even if an rper has multiple Characters they only get 1 Character in the Tournament.
* 1 Pet is Allowed in the Tournament. 1 Type of Summon Per Size is Allowed in the Tournament. Both must be registered before starting said Tournament.
Rules
* PKing (Player Killing)/Death is Allowed at any time you can be killed and killing others is a legal way of winning a Match.
* Forfeiting also includes fleeing the Tournament Area. If successful then the loser is safe and May not be pursued otherwise it will result in a disqualification.
* Winning this Tournament counts as a Major Feat granting Recommendation for Head Nin/Kage Promotion.
* If All Matches in a Round are Complete Except 1, or 2 (After a Week) then both matches have an OOC Time Limit Placed on them after which the match is judged granting victory to whomever is decided via majority vote.

In order to obtain Slots there will be 16 Land Tournaments hosted in these respective areas. Each area will have it's own custom tournament arena essentially serving to mirror the geographical location of said Land.

These Tournaments can be Organized with participant Slots of Sixteen, Eight or Four, resulting in either 2, 3 or 4 rounds. After Each Round the participants can seek medical treatment before the beginning of the next round (XEL). Chakra/Nen/Natural Energy/Blood Reserves repenish ONLY in the Final Round.
Requirements
* Village Tournaments must be Completed in Lands with Villages.
* PC Characters/Dobutsu/Prodigy NPCS/Civilans Only.
* Must be Currently in the Land in order to Participate in Tournament. (Travelling Topics Necessary.)
* Entourages of PC's or War NPC's can be formed in squads of 4, Led by Participant.
Restrictions
* Participants must use their Bank for their Items, if it isn't in your Bank then it is treated as if you do not have it on your person.
* 1 Character per Tournament. Those with multiple Characters can have them participate in various Tournaments but never in the same tournament as another one of their characters.
* 1 Pet is Allowed in the Tournament. 1 Type of Summon Per Size is Allowed in the Tournament. Both must be registered before starting said Tournament.
* Multiple Factions (At Least 2) Must be present for a Tournament to be Organized.
Rules
* PKing (Player Killing)/Death is Allowed at any time you can be killed and killing others is a legal way of winning a Match.
* Winning this Tournament counts as a Minor Feat granting Recommendation for War Promotion.
* Forfeiting also includes fleeing the Tournament Area. Upon exiting the victor has the option of pursuing resulting in a "Brawl" in which the participants and their entourage are able to fight in open combat at the cost of being disqualified from that specific Tournament.
* Until all 16 Lands are Occupied these tournaments can occur multiple times assuming their are enough participants (4 Min/16 Max) available to begin it.
* The Winner of the Tournament has a free slot in any additional Tournaments if they are in the Land by the time any additional Tournament starts in order to defend their title. If they aren't in the Land then they must wait until a new tournament starts.

Within the Villages their are various factions and sub-factions which are competing for the villages stance in this War. These factions are integral to the end results of the World Tournament. As a result the first set of tournaments are a "practice" for the later ones and likewise what these various factions will use to gain power in the 11 Hidden Villages.

These Tournaments will occur with either Four, Eight or Sixteen participants, resulting in 2, 3 or 4 rounds. After each round injuries, chakra, blood, etc are replenished courtesy of village Medical Resources. (FREE)
Requirements
* PC/War Npcs/Prodigy Npcs Allowed.
* Shinobi Only.
* Multiple Factions must be present in order to organize Tournament if none are available then it's an Automatic victory to the majority Faction.

* 1 Pet is Allowed in the Tournament. 1 Type of Summon Per Size is Allowed in the Tournament. Both must be registered before starting said Tournament.
* 1 Account One Character and One Tournament. Those with multiple Characters can only Rp one of their characters for this Tournament and must wait for the Land one in order to participate with any others. (Said Character is considered to be your "Main" during this Tournament)
Rules
* PKing (Player Killing)/Death is Not Allowed at any time you can be killed and killing others is a illegal way of winning a Match resulting in instant Disqualification & Possible Imprisonment.
* Winning this Tournament Results in a reward of either 5 Techniques of your choice barring Mission Requirements/5 Mission Completions of your Choice Barring those which require you to Solo or at 2-ranks higher than said characters rank or 50,000 Xel.
* Forfieting results in immediate removal from arena via Body Flicker Technique. In order to forfiet said character must either Raise their hand or say/scream I forfiet.
* Once Disqualified a Secondary Tournament begins comprising of the losers who are not paired against those who've they've fought in the tourney.
4. Once both Tourney's are complete the winners of both will fight each other to determine that specific villages stance in the War and which Faction currently owns said Village.
