Special Ability: A compact, single-shot 13mm gun with ammunition specially designed to penetrate the thickest armor. Akari have to be at an extremely close distance at point-blank range, in fact, not to mention that the recoil of the weapon was so powerful, only a few number of people could wield it, not to mention actually firing it. The bullets for it is held within the cuffs of her arm. Can destroy defenses S-rank and below.

Will have to ask a Civilian to make it because we are taking away the ability for shinobi to make weapons for themselves. (Note up for debate?)

Give ninja ability to make C-Rank and lower I think will be fine... Naito are unrestricted as long as they know say Weapon sense or some tech from that clan and Civi's I think Zen set up "rank" system for them some where...
