Lower the range and make it scaling. Go from within a 5 foot radius at D-rank to a 5 feet increase each rank capping out at a 25 foot radius.

Description: Quincy as a young boy always feared being caught and control by someone else in the shadow manipulation technique so he found a way to completely retract his shadow into his body erasing the existence of his shadow completely. In doing so he is no longer able to use the techniques that involves using his shadow to capture someone but in return for doing so he gains a boost in all Taijutsu damage by 1 rank above its current rank. He can retract and bring his shadow back at will. No chakra cost to activate/deactivate.

mmmk first off it should be D rank at the least. We don't deal with E ranks here. Secondly, since you are a shadow user, turn the Class into Passive. It'll cost 0 chakra to activate/deactivate. After that I have no issues with this.

Description: Quincy shifts on his heel and starts spinning creating a vortex which turns into a hurricane dragging anything within 15 feet of him into the hurricane. Infusing his shadow release chakra into the hurricane making this technique way more better, in doing so anything caught withing the vortex will be endowed with Quincy's chakra giving him complete control of anything caught within this technique. Another perk with this jutsu is that it allows him to block C-rank and below jutsu.

Description: Through rigorous stealth training Quincy has learned how to walk without being heard perfectly, giving him a great advantage in trying to sneak around places without being noticed.

Ok...

Tech #1. If you plan on it being this offensive attack that drags people in, gives your temporary control of the people, and bounce C rank attacks, I'm going to have to say bumb it to B rank.
As is, its a NinTaijutsu and the class would be more off than def.

#2. Silencing your foot steps is ok. The only problem here is that echolocation abilities would not be blocked by this tech. Most echolocation techs, a person produces their own sound to bounce off things, not just listening for sounds. That being said this jutsu as is will not block echolocation techs, so remove that and your good.

#3. I actually love this genjutsu casted on self idea, but I do have a slight problem with this tech. Genjutsu and Fab can be casted on top of each other, so I'm going to have to say that this tech should not be able to block genjutsus and certinly not Fabs. BUT if the genjutsu/Fabs main purpose is prevoking fear this tech would block it. So remove the block gen/fab and this tech will be fine.

I will throw a warning at you though. As this is a Genjutsu, if a person was to cast a genjutsu on you it would compound on top of this tech and have a boosted strength each layer of genjutsu added on.

Description: Shadow Hand is a mix of the dangerous fighting style of Dark Fist and the ancient fighting style of chakra blocking, blocking someone's chakra renders the victim's muscles useless and temporarily disables the victim's abilities. Chakra blocking is utilized by hitting pressure points with quick jabs and punches, and must be done rapidly, often giving little time for the recipient to react. The user hit those pressure points with relatively light jabs using his/her fingers and knuckles. Normally people wearing strong & heavy, armor are spared from its effects but with the user incorporating the Dark Fist style the armor is now rendered useless as these attacks bypasses it. Any fingers can be used, such as disabling a victim with his/her thumb. The use can also use his/her feet to disable others' chakra flow with a swing of the foot. Shadow Hand stops a opponent's chakra flow, reduces their strength, and disables their chakra abilities (Ninjutsu, kenjutsu, Taijutu) temporarily; this would be particularly devastating for people who rely solely on their chakra to fight. The user has the ability to be able to control the damage done by such means: when the user first attacks someone with the art, they are still able to move, though not able to focus chakra. In another attack, assaulting the opponent, they can barely move, are powerless, and felt pain afterwards; Medical Ninjutsu the user Rank and one rank above are unable to heal them becasue their chakra is completely blocked.

This new fighting style as to be at the very least A rank. In addition I have a few quesitons about this fighting style.

A strike to anywhere on the targets body stops them from being able to use chakra, end of story?
How long does the effects last?
If say I was to punch you, could you block the chakra through that contact as well?
How does using Shadow Hand bypass armors and such?

Moving past those to a few other problems with it. You can not use this to stun Taijutsu attacks, other wise your not only blocking chakra but locking muscles up. This would also extend to some Kenjutsu abilities that do not use chakra.

Description: Thanks to Quincy's understanding of Shadow Release he has become so accustomed to using it that he can now merely drop an object into his own shadow or a different shadow and have it appear out of another shadow. The second shadow must be in his sight for this technique to work. Quincy can use this jutsu once at genin - T.Jounin and twice at Jounin and above.

I'm going to have to outright say no to the above thech here. Its not often I just out right say no to a complete tech, but yea. You'd have to make is a Non-Passive class. In addition you'd have to give yourself a limited number of uses per topic.
